18 year old Justino Mangini of New Castle was arrested this morning at his home, his charges include serial murder, arson, breaking and entering, aggravated assault and battery, manslaughter, DWI, and terroristic threats. Mangini has been a nuisance in the area for about a year now. His crimes against humanity are punishable by life in prison and Delaware governor John Carney said “we are looking into reinstating the death penalty in this one instance.” Mangini is currently being held in the New Castle County jail without bond. His first hearing is scheduled for next Thursday.
